External public spaces and pedestrian circulation routes are equally as important as building configuration and placement in realising a vibrant urban precinct. In the design of the Newcastle Civic Centre, important consideration was given to relations between buildings, external spaces and both new and established pedestrian movement patterns. The integration of these elements creates a balanced urban grain closely linked to the surrounding context.
Newcastle City Council described the masterplan as having underpinned the marriage of private and public investment.
